James SaraccoWellsville's Village Administrator James "Jim" Saracco was appointed Administrator January 2007. He had already been acting as Administrator when the position was vacated by Thomas Edgell in 2006.
Since his appointment, Jim has begun several new projects in the Village, while continuing efforts are being made to complete projects which were already in progress before accepting the appointment.
Projects underway include, but are not limited to: the Dog Pound, new street signs throughout the Village, the restoration of Broadway Park's fountains and lighting, the re-routing of trucks at the lower end of town, and the street sweeping project. The Chip and Seal program is still in progress, but the idea of paving the streets with this has been changed. With the Cemetery and Riverside Avenue (between 11th and 12th Street) already scheduled to be chip and sealed this year, we will not see the change in plans until the year 2008. Efforts are underway to begin chipping and sealing alleys in the Village, as long as they will accomodate the machinary needed to complete the process.
The Broadway Park project is well underway and new improvements are being noticed on a daily basis. The light posts are being sandblasted and painted. New lighting has been installed in the fountains, as well as new pumps. Although the fountains have been sealed, the process did not work as well as expected and measures have been taken to rectify the problem. Administrator Saracco had hopes of having the fountains operating by July 4, but it looks as if we will have to wait just a little while longer to once again see the finished project.
Another promising improvement in Wellsville includes having the street sweeper up and running this summer, along with erecting signs stating parking regulations. Because of the amount of dirt and gravel on the sides of the roads, the sweeper is unable to the job effectively. Therefore, the Street Department has to physically sweep and shovel the first time. Once the major part of this is removed, then the street sweeper will be able to handle what is left and keep up with it on a regular basis. If you would like to help the Village get the sweeper up and running sooner, please help by sweeping the dirt in front of your property into a pile(s), if you are able to do so. You do not have to remove it. The Street Department will be along to pick it up and dispose of it for you.
Another noticeable addition to the Village is the purchase and placement of new street signs. What a needed improvement! These signs are being erected at all intersections, including the alleys!
Some of the projects completed have been the paving of 17th Street and also Lincoln Ave. New sewer lines and curb stones have been installed along Lincoln Ave, as well as portions of sidewalks. Nine trees were removed in order to complete the project.
Administrator Saracco is in his office from 9:00 A.M. to 4:00 P.M., Monday through Friday and encourages all residents to feel free to stop by. "My door is always open!"

 

Ohio Revised Code 735.273 - Village administrator powers and duties (in part).
The village administrator shall supervise the improvement and repair of streets, avenues, alleys, lands, lanes, squares, landings, market houses, bridges, viaducts, sidewalks, sewers, drains, ditches, culverts, ship channels, streams, and water courses as well as the lighting, sprinkling, and cleaning of all streets, alleys, and public buildings and places. The village administrator shall appoint officers, employees, agents, clerks, and assistants, provided such positions are first authorized by the legislative authority of the village; but such appointments shall be subject to approval by the mayor. Such appointments and the mayor’s approval thereof shall be in writing, and shall be filed with the village clerk. The village administrator shall be under the general supervision and control of the mayor, and shall have such other powers and duties as are prescribed by ordinance or by law and which are not inconsistent herewith. The village administrator shall perform all duties and shall have all powers of boards of public affairs and street commissioners as prescribed by law, except as otherwise provided by this section and in sections 735.271 and 735.272 of the Revised Code.
